Clay County and City of Celina
Like most Tennessee Counties, Clay County is governed by a county-wide government and those inside the city limits of Celina also have a city governmental structure. In Clay County, most services are operated by the county, including schools, roads, property taxes and general tax collections, law enforcement and the courts.
Clay County has five civil districts. Each of those districts is represented by two members of the county legislative body (commissioners) and two school board members. The City of Celina has a mayor and board of aldermen-type government.
